Senior Director, Capture and Proposal Management

The Senior Director, Capture/Proposal Management provides management direction to capture and proposal teams to develop and present compliant, responsive, comprehensive, and competitive proposals. He/she has the authority and responsibility to make decisions regarding the capture and proposal processes, subject to ACDI/VOCA best practices. This position reports to and works closely with the Vice President, Business Development as a senior advisor regarding BD Strategy.

Manage, train, mentor, and support BDG proposal and capture staff for best proposal practices. Directly supervise BDG Proposal Managers (PM), Proposal Coordinator (PC) and Production Manager for quality performance of position responsibilities. Monitor performance and provide regular feedback, support career development goals and activities. Manage, mentor and support cross-department PMs and PCs in performing their essential functions. Manage Production Managers to ensure timely submission of quality proposals to client. Support optimal assignment of BD resources on capture and proposal efforts. Develop and deliver training (including mentoring) for BDG and non-BDG staff per BDG Training Plan. Support and build capacity of BD staff across the organization for increased win probability. Develop and implement effective process across departmental BD staff. Provide leadership and role model best practices. Ensure that resources to support capture and prep are adequate in number and competency. Be informed of and resolve (as necessary) all issues that may jeopardize timely and quality proposal submissions. Interface regularly with senior management and executive leadership to resolve issues related to capture planning and/or timely and quality proposal submissions. Help Proposal Managers and teams remove barriers to completing quality work on time. Serve as Proposal Manager on selected strategic captures and proposals.

Bachelor’s degree in English, Marketing, Communications, International Development, Business, or related field required. 7-10 years of progressive experience in capture and proposal management with emphasis on federal government procurement, especially USAID. Experience in international development work, preferably agriculture, economic growth, resilience, equity and inclusion and/or finance preferred. Supervisory experience preferred; ability to motivate and support teams in matrix environment. Proven ability to multi-task, and organize/prioritize multiple, complex on-going demands and train/mentor BD staff to do the same. Experience with Shipley or equivalent capture and proposal development processes preferred. High proficiency in the Microsoft Windows environment and Office Applications Word, Excel and Power Point and SharePoint. Experience with Client Relationship Management (CRM) system preferred. Ability to interact collaboratively with staff at all levels in a fast-paced environment. Strong proposal writing expertise, including persuasive writing and win theme development and presentation. Demonstrated ability to communicate effectively orally, including presenting recommendations to Senior and Executive Management to gain agreement. Ability and willingness to travel internationally if requested.
