Root rot in my DWC buckets. Help!

Third batch in a row that has developed brown slimy roots. Water temperature is around 22C which I know is borderline. Running an air stone in each bucket. Tried hydrogen peroxide but it only helped for a day or two. Really frustrating. Do I need a chiller or is there something simpler I am missing?
